Eczema, allergies, that nurse, soy formula... I is confused?

My son is 9 weeks old. Three weeks ago, he/it started to get a rash on his/its face. The doctor told me that it was baby acne. Now, it only then spread under 3 days everywhere over his/its tiny small body in from.
I took back him/it, and was told, that it is eczema, and he/it could possibly be allergic to the milk of cow. It was recommended to me to continue nursing either, and all the dairy keeps away from my food, or changes to soy formula.

I decided in favor of the soy formula. It now is 3 days and none Alteration been. My poor baby is miserably, and his/its cheeks look especially really bad.

He/it also very now is blocked.

IchIch believes that maybe I now rearrange formula, that is hypoallergenic, to the Nutramigen A+ and cost an arm and a leg.

He/it is too young for allergy testing.

We misses both nursing, and my heart breaks, that sees him/it like it.
It is simply so difficult to cut out dairy, it is in all!

Ugh, this is awfully, we are both lousy.

Each other was/is in the same boat, or have any advice to present itself/themselves?

I read these many babies to a cow with the milk allergy, is allergic also to soy.
